Quarterly WACA Board Meetings - Members are Welcome!
Ryan is working hard to build a solid relationship with Local 528. We’re close to finalizing an agreement to use their facility for Pervious and Field Certifications—stay tuned for schedule details. Great work, Ryan!
Mary continues to streamline messaging, tidy up the website, manage invoices and accounting, and ensure you’re getting better information faster and easier. Let’s give her a well-deserved round of applause!
WACA Emerging Leaders Fund - Investing in People
Applications are now reviewed year-round and on an ongoing basis at each quarterly board meeting.

> Individuals seeking internships or employment in Washington's aggregate, concrete, or cement industries.
> Employees of member companies, WA ACI chapters, or affiliated student chapters.

Policy and Regulatory Updates
WACA has seen exceptional progress.
Everett Initiative – Significant Legal Win
- The court issued a Summary Judgment in favor of the industry, finding that the initiative to grant legal standing to the Snohomish River:
- Undermined local government authority
- Conflicted with federal and state water laws
- Interfered with Growth Management and Shoreline Acts
- Overstepped City Council powers
- This represents a major regulatory and legal victory for members.
- We do expect a possible appeal on this ruling and will keep you all informed.
Sand & Gravel General Permit (SGGP) – Strong Engagement & Influence
- Received extensive statewide engagement: 41 entities submitted comments, generating hundreds of pages.
- WACA maintained continuous, proactive engagement with the Department of Ecology, Environmental Committee Chairs, and the Executive Board.
- Multiple meetings were held after the comment period, with more scheduled.
- Advocacy efforts remain strong as Ecology shapes the final draft.
- We are still awaiting a final draft to be issued
- Our next steps will depend on the language that is issued.
Legislative Preparedness
- Developed and finalized both a Bill and a Resolution for the upcoming session:
- Bill: Hazardous Material Labeling + aggregate exemption (reviving a stalled effort)
- Resolution: Promoting resilient materials in building
- Positioned for a busy legislative season focused on transportation infrastructure, resiliency, and funding.
