Everett Initiative – Significant Legal Win

• The court issued a Summary Judgment in favor of the industry, finding that the initiative to grant legal standing to the Snohomish River:
• Undermined local government authority
• Conflicted with federal and state water laws
• Interfered with Growth Management and Shoreline Acts
• Overstepped City Council powers
• This represents a major regulatory and legal victory for members.
• We do expect a possible appeal on this ruling and will keep you all informed.

Sand & Gravel General Permit (SGGP) – Strong Engagement & Influence

• Received extensive statewide engagement: 41 entities submitted comments, generating hundreds of pages.
• WACA maintained continuous, proactive engagement with the Department of Ecology, Environmental Committee Chairs, and the Executive Board.
• Multiple meetings were held after the comment period, with more scheduled.
• Advocacy efforts remain strong as Ecology shapes the final draft.
• We are still awaiting a final draft to be issued
• Our next steps will depend on the language that is issued.

Legislative Preparedness

• Developed and finalized both a Bill and a Resolution for the upcoming session:
• Bill: Hazardous Material Labeling + aggregate exemption (reviving a stalled effort)
• Resolution: Promoting resilient materials in building
• Positioned for a busy legislative season focused on transportation infrastructure, resiliency, and funding.
