Policy and Regulatory Updates
Legislative & Regulatory Update: SGGP Appeal and Partial Stay Granted
The 2026 legislative session has officially wrapped, and while it was one of the most intense anti-industry sessions in years, WACA secured major defensive wins to protect our members. On the regulatory front, we have a significant update regarding the appeal of the Sand & Gravel General Permit (SGGP). Ecology has agreed to a stipulated partial stay of the two most burdensome sections of the 2026 permit.
Key takeaways include: Section 8 of the 2026 permit is stayed, meaning members must continue to follow 2021 Section 8 requirements through March 2027; and Section 11 does not prohibit members from returning sediment or slurry from vac trucks and on-site cleanouts to their facilities for proper handling. These sections, among others, will be further addressed in our ongoing appeal.
